    New Testing Rules and Lefthand Drive Issues



    Last night I attended a meeting where the President of SAVVA (South African Vintage Vehicle Association) gave us a heads-up on new regulations on the way. SAVVA is in deep conversation with the Authorities to try and help owners of oldies and lefthand cars get through the system.

    Some highlights (I will post more detail as I get it):
    1. New left hand registration is out of the question
    2. If you left hand is currently registered on your name, then it is ok
    3. Change of ownership will require RWC. It will not pass - period!
    4. All cars 10 years and older (rolling 10) will have to do a RW yearly
    5. SAVVA is trying to get pre 1965 extended to a 5 year cycle - waiting to see
    6. If your car is found with even slight deviation re RW e.g. tail light out and you are stopped, your disc can be confiscated, you have to fix the problem and get a new RWC before your disc is returned
    7. You still have your Mog that you are building up on a pink registration certificate? Time till end Decmber to get it on a blue (ENATIS) form without trouble. Your problems will start when you have to take it for a RWC when you ready to register... it will not pass, irrespective.
    8. 5 of the 9 Provinces are already enforcing the new rules
    9. Future license fees will be calculated on vehicle weight
    10 The so-called "S" license will be cancelled in all instances

    I am going to deregister my 411. The data change I went through requires a new RWC. It is left hand drive, it will fail... no use trying.

    Mogster - so if I understand you correctly from next year onwards no LHD vehicle will pass RWC test (regardless of whether it's currently on your name or not)?

    Meaning we'll all be sitting with vehicles we can't take on the road seeing that 416 mogs have to go for an annual RWC to renew the licenses?

    Sounds like another case that will have to go to the constitutional court

    hi all lhd owners,

    i own a lhd g-wagon and went through all the motions and confusion about this issue (and had sleepless nights about having to crush! my g like some government officials suggested).

    the new rules are as follows:
    1.no new first registrations of lhd as we all know.
    2. vehicles registered IN THE NAME OF ANY OWNER IN SA before july 2004 can be roadworth. , sold and re-registered in the name of the new owner - no problem.
    3. unless the issue had been resolved in the meantime since the controvercy came up first , owners of lhd's imported after july 2004 (even with a legal import permit) have a big problem re-selling etc.
    i saw the official answer to a question in parlaiment on the issue: most head-on collisions in s.a. involve lhd vehicles and we systematically want to rid the roads of these dangerous vehicles. what a lot of ................!!!

    So I guess you can legally kill people with a pre 2004 model but not a post 2004 model !

    Do I understand it correctly. If you buy a old ex military 416 now you wil be unable to roadworthy the vehicle?

    I guess it could be complicated as Military vehicles are not registered in the normal way - There might be a clause for old "collectible vehicles" - then there is the "S" license I think cut off date is 1964 . You will have to go to licensing and find out .

    A friend has just bought a an ex army fibreglass cab Buffel from the 3rd civilian owner, and was chased away from the licence department.

    According to Mogster re - reg. is not possible and Arie says it is. Is there more clarity on this issue?

    Is it possible to convert them to RHD.
